For the public sector: a building that heats and ventilates according to use

A school, a day care centre or an office building is in use for part of the day and part of the year. Even so, it is often heated and ventilated at full power in the evenings, at weekends and during holidays as well. HK-Säätö adjusts the heating and ventilation of a public building according to its hours of use, presence and measured conditions. Indoor air stays good when the spaces are in use, and consumption falls when they are empty. We have delivered automation from single-family houses to large public buildings.

What a public client gets

  • Control by hours of use. Heating and ventilation follow the timetable and opening hours. Exceptions, such as evening use, are added to the calendar.
  • Measurement of indoor air. Carbon dioxide, temperature and humidity by classroom or by group of spaces, and ventilation as needed. The measurement data is available for indoor air questions.
  • Consumption data. Energy consumption by building is visible in Kiinteistöpilvi and is available for your own reporting.
  • Alarm monitoring. A fault appears in our monitoring before it appears in the spaces. Alarm and monitoring
  • A documented, open system. No supplier lock-in; it can be put out to tender later.

The automation requirement applies to non-residential buildings

A building other than a residential building must have an automation and control system if its heating system or combined heating and ventilation system has a nominal power above 290 kilowatts. The same limit applies to an air conditioning system. The duty rests on the owner of the building, and for buildings already in use the deadline was 31 December 2024. On a survey visit we establish whether the limit is exceeded and whether the current system meets the requirements.

What is worth writing into the invitation to tender

Four things decide whether the procurement ties the client to a single supplier. Open buses (Modbus, BACnet) keep the choice of devices open later as well. The handover material — control diagrams, the points list, the device list and a backup of the program — decides whether somebody else can maintain the system. Response times and on-call hours are worth writing into the contract as numbers rather than as adjectives. Measurement points determine what can be verified in the building afterwards.

These are worth requiring regardless of who wins the contract.

Procurement

We deliver projects both as direct procurement and as tendered contracts. We make the quotation from the designs or on the basis of a survey visit. In it, the devices, the work and the services are itemised in the way the procurement legislation requires.

Questions public clients ask

Can the solution be part of a wider energy efficiency project?

Yes. Automation and measurement are typically the part with which the effect of the other measures is verified. We also work as the automation partner of an HVAC contractor or an energy service company.

How are indoor air problems taken into account?

Measurement produces data on temperature, carbon dioxide and humidity by space. It does not replace an indoor air investigation, but it gives continuous information on whether the ventilation is working as designed.

Does the automation requirement apply to our buildings?

It is decided by nominal power, not by consumption. The act also provides exceptions, so the question is settled building by building. On a survey visit we look at the power ratings and the current system and tell you where each building stands. Automation requirement

How do we make sure the system does not tie us to one supplier?

By requiring open buses and complete handover material already in the invitation to tender. We hand over the control diagrams, the points list, the device list and a backup of the program to the client, and with those any company in the field can maintain the system.

How many buildings can be under the same monitoring?

There is no limit. Kiinteistöpilvi shows all the client's buildings in the same view, and access rights are set building by building.
